- Recipient is a Malaysian and registered as full time Foundation Student of UTS
- Tier 1 (T1): Minimum 6As in SPM
- Tier 2 (T2): Minimum 5Cs in SPM

- The scholarship recipient is obligated to continue studying for any bachelor's degree at the University of Technology Sarawak (UTS), after completion of the Foundation programme. If the student fails to do so, he will need to pay back the scholarship in full.
- Not receive any other full scholarship, sponsorship, fellowship or bursary during the duration of the foundation course unless with the prior written approval of UTS
- CGPA maintenance requirement based on the tier of the recipients:
- Tier 1 (T1): GPA 3.30 and above for the subsequent semester
- Tier 2 (T2): GPA 2.0 and above for the subsequent semester

Fee Waiver for each Tier are as follows:
- Tier 1 (T1): RM10,000 for a 1-year Foundation programme, with RM500 voucher for the long semester and RM200 for the short semester.
- Tier 2 (T2): RM10,000 for a 1-year Foundation programme
